Building Energy Rating (BER) - New Dwellings:
All new dwellings require a BER when offered for sale or rent from the beginning of 2009.
SES are registered with Sustainable Energy Ireland (SEI) to carry out assessments for new dwellings.

All BER certificates must be accompanied by an advisory report. This report is generated automatically when the BER Certificate is registered with SEI. This is compulsory under the EU directive enforcing BERs. This report will be provided by SES as part of any BER issued. However, while the generic report provides some good information, it is recommended that the BER Optimisation option (see menu to left) is considered where you require an in depth analysis of possible improvements prior to constructing a dwelling.

When is a BER required for a new dwelling?

In general terms all new dwellings will require a BER from 1st January 2009 when offered for sale or rent.

It is the responsibility of the vendor to make the certificate available to the potential purchaser or tenant. For one-off builds where you intend to occupy the dwelling yourself, the BER certificate should be obtained before you take up residence.

In all cases the BER certificate will be valid for 10 years. Subsequent sales or rentals do not require a new certificate within this time as long as the dwelling has not been altered in a way that will cause the BER result to change.
What steps are involved in obtaining a BER with SES?
- Step 1: Get in contact with SES or use the on-line quote form to provide some basic information to allow us to compile a formalised quote.
- Step 2: SES will prepare a fixed price written quote detailing the service offered and your responsibilities.
- Step 3: Where you would like to proceed, you accept the quote by signing and returning it to SES.
- Step 4: SES will request the various information needed to carry out the assessment, e.g. drawings, specifications etc.
- Step 5: SES will carry out the BER assessment and liaise with you to collect any outstanding information required.
- Step 6: When the assessment is finalised, you will be informed by SES of the results of the assessment and the BER rating achieved.
- Step 7: On receipt of payment your BER will be registered with SEI. Two printed copies of the certificate and advisory report will then be compiled and sent to you.
How long does it take to prepare a BER?

SES normally aim to complete the assessment process and issue the BER certificate and advisory report within 10 working days of receiving instructions to proceed.

For straight forward, non-complex dwellings it is possible to issue BER certificates and advisory reports in less time. Where necessary information is not provided / readily available, the assessment process may take longer.

What areas are covered by SES?
- Site visits are not required for new dwelling BERs. Assessments are carried out as a desktop exercise. The service can therefore be offered by SES on a national basis.
